Because of the pervasiveness of tracking in modern technology with devices and apps, all participants and supporters will discuss this operation verbally only, preferably in-person. There is no paper trail, no data trail. 
The network does not have to be known or connected for this to work. 

We've been brainwashed into thinking that online presence is the only way to communicate across the world. It's not. Word of mouth will be slower but it will work. Members do not need to be in communication prior to traveling or meeting. 

A passenger on the underground railroad need only to plan ahead for themselves and go, using word of mouth. 
Smart travelers will save a nest egg of cash and embark. Savvy travelers are using tech and internet to our advantage, taking advantage of existing networks like airbnb and couchsurfing.com to affordably move from city to city. Many of our network members are also members of these existing networks, not all, but that is not necessary.  Regardless of whether your host is part of the Underground Railroad, you can use their service and gauge through in-person discussion if they are a supporter or are aware. Our members are spreading the word and gaining supporters as they travel when they stay with providers who are not aware of the exodus out of the USA.

Your trek should not take any longer than that if you are serious about moving quickly from place to place.
